I have a problem with the APs, when they restart due to lack of electrical current, the 802.11a/n/ac Radios and 802.11b/g/n radios remain down, not if there is any way to automatically raise them or is it some bug that They have the AIR-CAP3702I-A-K9 APs and how it would be solved.

Did you upgrade to 8.5.182.12 as recommended by Marce? (that ensure that you have all available bug fixes for 2504)

Save the complete console log from an affected AP from the moment it is powered on. Save to a text file (.txt) and attach here for us to check. That will show us the POE and LAN port status as the AP boots which might be causing your problem as others have explained above.
