Dual Radio Mode is disabled on Primary Radio error.

I have an AP that's showing operational status disabled on slot 2, and when I click on it, I get "Dual Radio Mode is disabled on Primary Radio. Please click here to enable it and configure this Subordinate Radio"
When I click on the "here", I get this message.

% Error: Unable to set dual radio mode, validation failed on this AP for slot: 1 -Global triradio status is disabled

I'm running a C9130AXI-B on a 9800-40 with IOS 17.12.3.
This is the only 9130 we have so maybe it's just not set up right?  Everything else we have is 9120.

Please check WLC GUI > Configurations > Radio Configuration > Network > 5Ghz Band > Tri-Radio Mode. Please enable and perform the same steps as you did before. Expecting it to fix the issue.

I think this may be it, it's not checked.  I need to wait until the employees leave to make the change to make sure it doesn't kick people off. Thanks!

Console into the AP and reboot. 

Post the entire bootup process.
