I have a question about the cisco WLC3500, if I perform a factory reset on the WLC3500 controller, will the permanent licenses that are in it be lost?

Yeah, it will. Luckly, you can backup your lisence prior to factory reset. Just follow this guide

Are you using local user? or tacacs?
Did you try via cli?

On the screen you sent, click in License type please. If the license type is RTU, like the example below, you indeed dont nee to worry with the factory reset.

3504 is just a RTU adder license, so should be nothing to back up, just add the license back after reset.
