Give rights to specifc 9800 GUI Configuration Menu options

I am working on configuring GUI access for our local site admins to our 9800 WLCs.  I have setup TACACS access to the WLC, giving privilege level 7 only give access to the Monitoring Menu option in the 9800 WLC GUI.  I would like to give access to specific Menu items, for example; how would I go about giving access to ONLY the Access Points Menu option under Configuration > Wireless for changing the name of the access point.

I have created a command set and allowed the ap name command, but the Menu option does not show up in the 9800 GUI when the user logs in.  They still only see the Monitoring Menu option.

I don't know if that is possible, even in AireOS, you can define what menus, but you can't drill down to only specific things in that menu.  Open a TAC case and see what they say.
