HA - UPlink connection

we connect the uplink for standby WLC (CW9800M) with core switch and port down but i receive RX power for this port
if the port will be up after switchover ?

can you help me ?

  - @Eng.AD27    - HA partner should always be reachable trough an active standby link ;
                              verify with : test wireless redundancy rping

                             Also check the output of :
                             show platform  software rif-mgr chassis active   R0 resource-status

it is already connected and there is  no  issue when check  the active and standby device 
but when we connect the uplink port for standby WLC the port is down but i receive the RX power is that port will be enable after the switchover  ?
