How does WLC find SA (Smart Account) and VA (Virtual Account)??
I am the administrator of several SAs and VAs.
For example, which SA does WLC communicate with, SA1 or SA2?
Can I specify SA and VA in WLC to use the license?

No. On the Smart Software Manager licensing portal you create a TOKEN for that account.
Inventory -> Virtual Account -> General tab
Then you join the device using that token:
license smart trust idtoken <token> all force
The smart licensing portal uses that unique token to link the device to the smart account and exchanges certificates to create a trust relationship. You can see that in the logs: sh log | inc LIC and sh lic status, sh lic all
Note that it takes a few minutes to establish the trust relationship and then reporting happens a little while (5 - 15 minutes) later and then it checks for acknowledgement 5-10 minutes later. So the whole process can take up to 30 minutes or even longer if the initial attempt fails (which happens sometimes). Automatic conversion of legacy licenses to smart can take up to 24 hours after reporting is completed.
