How To Add Wireless Guest User via Powershell?

Is it possible to add a wireless guest user via Powershell? I have a windows server 2012 R2 and I want to add a guest user to it.I've already added users using GUI, but now I want to do it through PowerShell.

 it is all depend on where are the users creating? is this in WLC or ISE (or any Identity Management system)
