Hi

Usually Cisco stablish an "Upgrade Path " you must follow. You can not upgrade to any version.  Refer to this document:

https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-7/release-notes/rn-17-7-9800.html

If you can not find clear guidance, try to upgrade to something aroung 16.X and then to 17.X

What model is the AP (guessing from image name it should be C9124 or C9130)?

I'd suggest upgrading it with a 17.3 CAPWAP image first and then try the EWC upgrade to 17.8

You are right.
This was resolved last week.
I will organize the case.
I converted a 9130 LAP to a 17.8 EWC image.
However, the CAPWAP AP had problems connecting to the 17.8 EWC.
I configured TFTP server in EWC, upgraded CAPWAP AP to 17.3, and then upgraded to 17.8 in TFTP server again.
