It depende. If it is a wlc base AP you nedd a wlc to join.

After joing the wlc it will show solid gree LED and will be ready to receive users. But, then you need to setup you WLC.
Which WLC do you have? Which version?

the configuration is done by directly connecting the Cisco AIR-AP2802i-F-K9 Access Point device to the LAN then the DHCP IP received by the AP is then accessed via the CLI (putty)

Looks like your console is not configured correctly. Make sure you have correct parameters.
9600 baud
8 data bits
None parity
1 stop bit
Xon/Xoff
For factory reset:
unpplug the device from power, press the button and hold it, plug the power and wait for 30 seconds, then release the button.
