Two steps 

1- in old primary wlc change wlc in such

New Primary wlc will be  old secondary wlc

New secondary wlc will be old primary wlc

2-reset app <name of ap>

This force AP to use secondary as new primary wlc

Assuming AP HA is currently set to:
- HA Primary WLC:      WLC-2 5.6.7.8
- HA Secondary WLC: WLC-1 1.2.3.4
Set Secondary WLC to abcd 99.99.99.99 (anything that doesn't exist - because Primary and Secondary cannot be the same)
Set Primary WLC to WLC-1 1.2.3.4
Set Secondary WLC to WLC-2 5.6.7.8
ap name <ap-name> reset capwap
AP will do a CAPWAP restart and join the new primary WLC (or wait for the next automatic check when it should switch by itself).
