I have a Cisco aircap 2600 I bough on Ebay and I cant access the GUI dont Have an IP.

It requires an Autonomous image to use as a standalone AP. Most likely it had come with a lightweight image, that requrie a WLC to manage it.

Pls check this post and see if you can convert it to autonomous, you might check with person you bought it for right image as you may not able to download it from cisco.com without support contract

You'll need to connect to the console port on the device using an RJ-45 serial cable like the one shown here: https://www.showmecables.com/cisco-72-3383-01-compatible-rollover-console-cable-db9-female-to-rj45-6-ft-smc1

If your computer doesn't have a serial port, you'll need a USB-to-serial adapter like the one shown here: http://www.usconverters.com/usb-rs232-adapter-xs8801

Login to the device while it is powered on to see what's going on. If it is constantly rebooting, it is as Rasika says above that the software image is designed to be managed by a wireless LAN controller. You will need an autonomous image.

If you are able to login, you should be able to issue the "show run" command and see if an IP address is assigned to the BVI1 interface. Change it as necessary to fit your network and use the IP address to access the GUI within a web browser.
