i went over the download page for the wcs but i found a version for win server 2003 only , is it possible to install it on win server 2012?

Hi Basel,
WCS has been deprecated long ago (server 2k3 was the only supported windows server install) and replaced with Cisco Prime Infrastructure which cannot be installed on windows - only as a virtual or physical appliance.

well my boss asked for wcs so i need to go along with it , btw the specification recommended other ucs than the one i already have which is ucs c220 m35 with a 8 cpu x 3.299 GHZ with intel Xeon CPU E5-26430 @3.30 GHZ , can i create for the wcs a vm machine with two cpu and 4 gb ram and 200 gb disk storage? would that suffice?

Unless you already have licenses then you/your boss will be unable to purchase any for WCS rendering it effectively useless.
In terms of install it depends on the OVA. With its successor (Cisco Prime) the OVA will not deploy without the recommended resources being available. This may not be the case with an older product.

i have an old license which was used for the wcs when it was on a seperate hardware , but now im installing it on a vm machine on windows server 2003 i guess the license would still work? also im installing the wcs on a vm machine on a windows server 2003 not a ova that is why i need to choose the correct specification?

Ah gotcha- I would try and replicate whatever that old WCS server was installed on (Windows 2003?) which I think you're already doing.. I think the installation will be successful even if the required hardware isn't there but you may find it runs slowly that's all.
Also something worth noting may be what you are using WCS to manage as any hardware/software within the past 4 years or so is not supported. All good if you're using older stuff:
