Catalyst wlc 9800 running 17.3.6 code (last that supports the 2702I) I have a WLAN SSID profile that if applied to a 2702I will allow old intermec ck3 handhelds running Windows Embedded Handheld 6.5 Classic CE OS 52.29354 (Build2935415i3, 12143).

Yes, I know these things are older than dirt. But all connectivity is good running on the CAP2702I-BK9 access point.
Having the wlc 9800 push out the same WLAN and SSID to the 9120AXI has the below issues:
A) The handhelds won't login to one WLAN/SSID with interface having below:

B) this interface they connect but can't authenticate. gettig a "unknown response".

No, it is not.
2700/3700/1570 are supported from 17.9.3 and from 17.12.1.
I would recommend upgrading the firmware to 17.9.4 and see this makes any difference.

There are well-known compatibility issues between WiFi4/5 wNICs and WiFi6 transmitters, like the one from Intel adapters that they weren't decoding the beacons so the network was not visible until you updated the drivers to a supported version. I won't discard a similar thing with the Intermecs. I always recommend my customers to disable Dot11ax if the devices do not support that.
Have you tried to disable dot11ax on the WLAN profile?

Have you tried a basic Wlan profile with no PMF and/or FT? (plus the previous ones and the 'no device-analystics' you've already disabled)
