When trying to retrieve the ip from a functioning
1100 using ipsu utility I get "device will not answer" message. What is needed to retrieve ip?

To the best of my knowledge, the unit needed to be at the default ip address of 10.0.0.1 for it to work and you can able to reset through a serial cable.

If there's a router (or other layer three) device between your computer and the AP, IPSU will not work.
To retrieve the IP address you need to look by MAC address, which you enter as the search parameter ...
Your computer sends the query by broadcast ... which will not, by default, pass a router or L3 device.
Make sure you are on the same segment / LAN / VLAN / broadcast domain and it should work.
