ISE upgrade 1.4 to 2.2 / availability of Guest Portal

Hello,

We are going to upgrade a two nodes deployment (one primary admin/monitor/policies, one secondary) from 1.4 to 2.2.

During this upgrade, as far as I know, the administration won't be available, but will the guest portal services will be available ? (authentication, accounts creation)

As per my experiences: 

When the primary Administration ISE node is down, you cannot create new guest user accounts. During this time, the guest and sponsor portals provide read-only access to the existing guest and sponsor users respectively. 

Alredy created accounts in sponsorportal can authenticate on secondray ISE node.
