ISR-AP1100AC-Q cannot change AP type

We are using ISR1100 series router that have embedded wireless LAN module ISR-AP1100AC-Q.
Currently the module is in CAPWAP AP type and there is no WLC on our network now, so it doesn't work properly, so I'd like to change it to Mobility Express AP type.

I tried several times to change the type with the following command, but it stacks on 75.8% always.

ap-type mobility-express tftp://[my ip address]/ISR-AP1100AC-ME-8-10-196-0.tar

Does anyone help me to solve the problem? Thank you.

First upgrade the AP (archive download-sw) to 8.10.196.0 CAPWAP version then try the ME conversion again:
