 Somethings to look into:
          - Use latest advisory release such as 17.9.4a (17.3.x is EOL)
          - Have a checkup of the Catalyst 9800 WLC  configuration , with the CLI command show tech wireless and feed the output into : Wireless Config Analyzer
           - Debug the problematic clients using instructions from : https://logadvisor.cisco.com/logadvisor/wireless/9800/9800ClientConnectivity  ; the so called RadioActive traces can then be analyzed with : Wireless Debug Analyzer
           - Overall client behavior on the controller can be viewed with : https://www.cisco.com/c/en/us/support/docs/wireless/catalyst-9800-series-wireless-controllers/217738-monitor-catalyst-9800-kpis-key-performa.html#anc5

is cisco ap 1702i support  17.9.4a ??

   - Negative , starting with 17.9.4 the support for older APs was made available again because of customer needs ,

Remove the MAC filtering.

One issue with iPhone

Whatsapp not open on cisco 1702

Have you followed the advice already provided?

Whatsapp is an application running on the phone.  I cannot imagine any reason why a particular model of AP would stop the app from opening if all other access on the phone is working.

Upgrade to 17.9.4a + APSP8 as per the TAC recommended guide link below and check your config with the config analyzer (link below) and then if you still have problems use radioactive trace to identify the issue and work with TAC to resolve the issue if necessary.  Discussing any more with 17.3.4 is just a waste of your time and ours.  Also note the Best Practices guide below.

I hope you can help me
