I have purchased a Aironet 1620i wireless access point. Is this unit it's own lan controller?

I never heard of 1620 AP. It must be 1602 ??????

NO it does not have WLC functionally inbuild.  its Either a CAPWAP or standalone AP.

Run the sh version command and check...

CAPWAP(k9w8): Then you will need a WLC to use this AP

Standalone(K9w7): You can configure this AP and use it .
