Is it possible to configure local EAP Authentication using EAP-fast when active directory server is not both CA server & AD server. Although CA server is antoher standlone server in network.

Yes, you should able to do this.

Here is Local EAP configuration on WLC (example used version 7.0.116.0 on WLC)

 Could you pls share reference guide to configure EAP-FAST using certificate authentication where CA server is not AD server since on cisco example are given when AD server is CA server too.

I don't think your going to find an example other than what Rasika posted.  It's usually up to the user to figure the configuration out themselves. The Cisco examples explained how to setup the wireless portion, but not other vendors equipment for the most part. Microsoft is mostly used in examples since it most widely deployed.
