Local WLC inherited from regional WLC question

Dear All, 

             I have a question would like to ask as currently we have 2 WLC in our office running HA, and these WLC were inherited from regional WLC via the sdwan link, i have a question that if the SDwan broken down, which mean both WLC can not reach the regional one, at this time can our WLC still be able to function for authentication ? and our 2 WLC joined the DC locally, any help would be appreicated

is you WLAN is flexconnect or centralized ? what kind of controller is this ? what kind of authentication are you using ?

When you sayWLCs to WLCs are you talking about mobility tunnels? If so they need connectivity. 
If you are talking about APs to WLCs then if you are using flexconnect local switching and local auth then the WLAN will keep working
