MAC authentication stops working after upgrade from 11.07 to 11.21

We're using MAC authentication with RADIUS server on our network. Until recently, all our access points (350s and 340s) were running 11.07 image. After installing a new access point that came with 11.21, I've noticed that new clients, that were not yet registered in RADIUS database, could successfully connect and communicate through the new access point. The configuration on both 11.07 and 11.21 is the same: unicast traffic is disallowed by default filter, MAC authentication against RADIUS enabled.

are there any known issues or changes in MAC authentication behavior in 11.21?

What I have do in the past after making any changes was to make sure I rebooted the AP's which is done automatically when you upgrade the firmware, but also make sure you restart the services in the ACS. I have not tried it with 11.07, but with 11.21, every time I creat a new user in the ACS I have to reboot the AP and restart the services. Hope this sort of helps.
