When ever a Mac connects to our new air gapped network which utilizes the CBS 240AC APs we get the following:
Hitting cancel will still connect to the AP. We do not get any similar issue when using a windows 10 or 11 OS. I have not tried Linux yet.

This is a MACOS issue.
There a few forums talking about this exact same issue:
https://apple.stackexchange.com/questions/199348/a-keychain-could-not-be-found-to-store-network
https://apple.stackexchange.com/questions/27077/the-error-keychain-login-cannot-be-found-to-store
There seems to be two fixes:
Removing the network from the list of Preferred Networks:
System Preferences --> Network Preferences --> Advanced --> Find network and click "-" to remove from list of networks.
After that restart the computer, and was able to connect and save the network
Other one is Keychain First Aid
- Run Keychain Access (found in /Applications/Utilities)
- click "Keychain Access" in the menu bar at the top and select "Keychain First Aid".
- Run the repair and then run verify.
Failing that if the mac has Apple care they are very helpful with OS related issues over the phone - i have used them before and even had them help my parents who wouldn't even know how to open system preferences

Neither of those fixed the issue. The threads you point to are some 10 years old.
