Only if they are unclaimed from original organization, it’s may be worth sending an email to registered email with AP serial asking them to unclaim it from their organization.

-hope this helps-

But how do I know email and the person because I purchase used from used
Store

I thought you already did, well just return the AP, you wont be able to use it.

-hope this helps-

Exactly as the others have said - you cannot claim a Meraki AP which is still claimed to somebody else's organization, just like you can't register an iPhone which has not been de-registered from Apple before being sold.  This is to prevent the use of stolen equipment.  If the equipment is being legitimately sold for re-use then the selling organization should always un-claim the device before selling it.  Note that you will still need to purchase your own Meraki license to claim it because the license is not transferable and the warranty is also not transferable.

Meraki support is not allowed to help you with this and they are not allowed to tell you who the AP belongs to (customer data protection, privacy and confidentiality).  It is your responsibility to make sure the device is un-claimed by the seller.  If that doesn't happen then the access point is useless and you should return it for a refund.  If you suspect the AP is stolen you should also report that to the relevant authorities.
