New AP Appear in Medium Power on Cisco WLC

I am m trying to re-understand how is affected power for POE Usage on Cisco Switch.

I have tried today to install a new AP on Cisco Switch Stack 1 Port 23.

AP is working but appears to be in Medium power on Cisco WLC whereas on Cisco Switch it is in full power.

Could you help me understand why?

 - Depends on what you mean by that. Just after the AP has booted connect to it and issue command show logging , watch for error messages related to power , or else attach a console to it and watch the boot process (look for the same).
