Power level of AP changing when we are rebooting AP

I want AP to have power leve3 so i have selected Transmit power to 3 under Tx Power Level Assignment
but when AP is rebooting it is again changing to 4 and showing as global. Images attached.

Can anyone please confirm what can be the issue?

Yes, i have saved a configuration

 

 - As far as it might be related to buggy behavior , use a recent software version on the controller : 17.9.3 or above , if applicable ,

WLC is running with latest software version 17.9.3
