What is the command to prevent the capwap from auto rebooting due to no WLC?

for wave 2+ APs?

           - The question is irrelevant , if there  is no WLC then a lightweight-ap can not be operational

Yes i know the AP cannot be used without a conversion to mobility express unless i have a WLC. But i still have access to many configuration and CLI commands. I was just wondering if it was at all possible to increase the timeout process for discovery or disable auto reboot. On other older APs this is possible.

I believe you referring to "debug capwap client no-reload" CLI command in IOS AP models. I do not think an equivalent is available in wave2 or new 9100 series APs.

Not irrelevant - let's say you are trying to convert an AP to Mobility Express mode over tftp - this can take a while depending on the nature of your tftp connection.. and the auto-restart will indeed abort\interrupt it.
