Currently my users can't access public wifi because they are re-directed to the proxy before they can get to the public wifi landing page/terms & conditions etc. I need to allow them to log on to public wifi but then route them to the proxy after that. They have the ability to connect to the VPN with any connect and obviously this connection can be enforced but this doesn't stop their laptop being a web facing device without being routed through our proxy.

It all.depends on how you designed you network.
Public wifi usually is open network and some device installed behind wlc is responsible to redirect the user web request to a portal and then, after permitted, forward it to the internet.
How does it works for you?
