Same problem here, i tryed disabling 802.11ax on a specific SSID but didnt work. I have mesh network on C9800 17.9.5 but neither root nor mesh aps are broadcasting the WLANs SSIDS. When I tested before on a 5520 controller it was working. Backhaul Client Access is enabled.

First suggestion would be to use either 17.9.6 or 17.12.4.
Secondly if possible please share 'show tech wireless' from WLC that will give us something to look at.

This problem seems to be related to firewall blocking - I found this post here, and we have similar situation: Solved: Re: APs do not broadcast any SSID. - Cisco Community
We have the following scenario:
Site 1 (with controller C9800, SD-Access Network): all APs working fine on local mode
Site 2 (no controller, associating site 1, tradicional Network): None AP is broadcasting SSID, neither on bridge nor local mode
However, I suppose APs should be working on site 2, since they are associating through CAPWAP tunnel normally. Is there anyway to check if APs on site 2 are receiving the SSIDs to broadcast or to fix this problem?
We can't upgrade controller now. It follows attached logs.

I just had a quick look into the WLC show tech wireless.
I can see it's a SDA Fabric setup. You have quite a few policy and site tags. However I have looked randomly into
ST_SP_RSA-RPBC_6e76d_0
PT_SP_RSA-R_Bloco07-_77899
PT_SP_RSA-R_Bloco01-_d12ff
and all looks quite okay. So the community discussion you have referred could be the issue. Would you mind to run the command 'show dot11 wlan' inside the problematic APs and see if you are seeing the SSID and status.

I've moved this post to a new thread - not really helpful adding to a years old thread.
You should also provide a detailed description of your own problem.
1. Update to a TAC recommended version of code - see the link below.
2. Use Config Analyzer (link below) to check your WLC config. Use the show tech wireless you already provided for that. I've attached the result from that but you can see the web version by running it for yourself. Any Errors should be fixed. Any Warnings should be reviewed and fixed. Any Info items should be reviewed.
Read through the Best Practices guide (link below) for tips on a lot of those items.

You might not have a choice - if it's a software bug then software upgrade is the only way to fix that!

I didn't find any bug related to problems with SSIDs distribution remotely on TAC recommended codes for 9800 WLC's .
