Hi~
I know if want to request RMA, you need to access meraki dashboard to open a case.
But except this, is there any other methods to request RMA?
If anyone can help me on this ,I will be appreciate.

Basically all RMA's need to be issued by support. If you can't open a case via the portal, you can call up Meraki support via phone.
In some exceptional circumstances, your Meraki rep may also be able to assist.

You don't need an account to submit an RMA return request. In fact, I use incognito mode because if you are logged in, it sometimes causes issues by pre-filling unwanted data. Just go here in incognito/private mode in your browser: https://dashboard.meraki.com/rma
If you need a warranty replacement you will need to contact support though.
