Slow and/or disconnecting WiFi clients

I have had reports for slow/ disconnecting WiFi Clients ( smartphones )  at one of our remote sites.  When testing connection on site, SNR looks ok and Signal strength looks ok ( see below output)  . Connections to Wireless  LAN and Cisco switch interfaces also look fine. 

I ran a show client detail command for one of the Smartphones that is disconnecting and I got the below output ( some details clipped for privacy reasons ) .   My question is this. Why would the client negotiate a data rate of 4 Mbps as indicated by the below output ?  I thought the only possible data rates were 12, 18, 24, 36, 48, and 54 ( as configured on the Wireless controller - see below output for  mandatory and supported data rates ) 

Also number of data retries is  5061 . Is this high or low or normal ? What does this value represent please and Is it related to frame retransmissions ?

we do not have clients dedicated to voice on the WLAN . The wireless client is a smartphone client , accesses  a system critical application which is maybe  why my colleague configured platinum when configuring .  

The model of AP is a C9115AXE-E

Uh, no.  That is wrong in so many levels.

thankyou for your reply. There are only ever about four or five clients e.g. smartphones and tablets in use  on this site. No dedicated voice handsets so why not give the other types of priority connections the priority ?    It is a utilities / industrial type site , not an office.
