I have experienced similar issues before with Symbol devices. Cisco recommends disabling Aironet extensions when using non Aironet based clients.
enter the dot11radio interface config, then issue:
'no dot11 aironet extension'
note the syntax may differ based on your IOS version.
This has worked for me when constant roaming was occuring. But also remember to investigate other potential causes of frequent roaming too - excessive noise, multipath etc.
Assuming your authentication parameters are correct, then the poor radio signal or inteference may be causing or adding to your intermittently successful authentication too.
Symbol client driver/firmware updates may be another option to pursue if the above doesnt seem to help.
