I swapped out a 7945 with a 7965. I set the proper attendant console user and password, and selected the MAC address for the new phone but I still get an error message as follows
Your administrator must associate the phone with a valid application user. what am I missing?

As per your query i can suggest you the following solution-
In order to resolve this issue, make sure the Attendant Phone is associated with the users ac and acdeviceauthenticationuser, and restart the CTI Manager and Cisco CallManager Attendant Console Server services.
