I am experiencing an unexpected behavior on the WLC (C9800-CL). After adding a new APs (CW9164I-E), it displayed the following error message: "Regulatory domain check failed" (Figure 1).
Upon reviewing the logs (Figure 2), I noticed that the AP was set with the GB country code, which is not present in the WLC configuration since I don't expect devices from GB. To resolve this, I added the GB country code, which allowed the AP to join the WLC successfully.
However, when I attempt to change the AP’s country code (Figure 3) to the correct one for the location where the APs are deployed, the change fails, and I receive the error message "Regulatory domain check failed" (Figure 4).
Could you please advise on the next steps to resolve this issue?

Regulatory domain is hard coded. You can not change it. You need to buy the AP according to the country you intent to install. That´s why we have the partnumber with the letter designation

AP country Code is hardcoded and can not change but you can config WLC 9800 to accept AP with specific country code

GB is not a valid country code for -E (Europe) AP model so no surprise that that produces an error.
GB now belongs to the -ROW (Rest of world) regulatory domain on those AP models.
What country are you trying to set the AP to?
Have you set the country globally and in the AP join profile?
