VPN connection disables LAN OSX

I have service through a wireless ISP connecting via Client 3.7 in OSX 10.2.8 and it is shutting down my local file sharing even though the client software is set to allow local file sharing. My ISP is clueless. Any help would be greatly appreciated.

does the VPN concentrator have a forced policy that it pushes down that disables split tunneling? We force a policy to our users and they could check and uncheck all day and not change anything.
