Console onto the appliance.
Change to the WCS directory.
Stop the WCS by issuing command ./StopWCS (note the full stop at the start of the command).
When the WCS has stopped start it again by issuing command ./StartWCS
Once the WCS has started issue the command ./WCSStatus

The service has probably stopped or locked up.
Stop the WCS and then restart it. It should solve the problem.

I have rebooted wcs already, no luck.

What platform are you running the WCS on?
Is it an appliance or a Windows platform.
If it is Windows - can you run the WCS Status application?

We had WLSE appliance before, we had upgraded wlse -> wcs about a year back. http used to work fine, but now it is not working.
