I had same issue with CLI templates. It is absolutely random thing as you metnioned.
I wanted to open a TAC case but I don't have other things with priority to do. So, if you have time and a support contract try to open a TAC case and keep us updated about the progress of the case.
I am using same software versoin as yours with WiSMs (which is basically same hardware as 4400 WLC).
