What does Invalid MDIE (0x0036) status code mean in 802.11 Association response?

We have come across a Wi-Fi client, which is a High End Android mobile phone, fails to associate with the Cisco AP. Wi-Fi Packet captures show Invalid MDIE (0x0036) status code in 802.11 Association response resulting in an association failure. The SSID is Open security. Any idea what this error code means?

have the same issue with Windows Notebooks that are not moving, seems like something wrong with 802.11r, have 802.11r enabled and 802.11w disabled (because theres a bug reported with 802.11w)
