First  i would suggest to check the matrix EWC (in cat 9K AP - no longer mobility express) compatable with your AP and verison of code you looking to run on Cat 9K ap.

Once that is statisfied, in line with your existing ME, setup EWC as mentioned below guide

If you have test AP, do some testing on the new EWC - if all working as expected.

Move 5 AP first level and Monitor and take user inputs.

Note  : Seamless Roaming not possibe when the user move from New EWC AP to old ME Controlle AP, Client will disconnect and connect.

There is one problem that this is a working facility with permanent Wi-Fi connections. Accordingly, it is necessary to very quickly transfer all points from one controller to another. I am interested in how to transfer it quickly, without problems for customers

As Balaji mentioned, first you need to set new EWC (9117 AP) with required wlans and it must be compatible with other APs (1815 and rets of the APs you have).

Once its done, you can move one by one APs to new setup.
