I have two cisco AIR-LAP1142N-E-K9 AP directly connected to AIR-WLC2106-K9 but they are not able to join the network. Is there any specific command to run on the controller to make them join? The controller is running 7.0.235.3. I have two subnets management and ap manager configured on the controller and both are in same subnet.

Hi Anuj,
Your WLC configured for US
Configured Country............................... US - United States
But AP is manufactured for -E regulatory domain. So it won't work. If AP operate in -E regulatory domain country you have to configure that country code in your WLC.
Refer this post & configure the correct country code in your WLC

I have changed the country to NORWAY but still its not working. Both the AP are not getting ip, I want to know if there is any specific command which needs to be run on controller when they are directly connected to controller.

If AP is not getting IP then check the WLC management vlan is DHCP enable or not (as you put AP on that vlan)
If you want you can statically configure IP for the AP & specify the WLC management IP address to go & register. You can do this like below on AP CLI.
LAP#capwap ap ip address <ap_ip_addr> <subnet_mask>
LAP#capwap ap controller ip address <wlc_mgmt_addr>
Refer this for more detail
http://mrncciew.com/2013/03/17/ap-registration/
you have to get AP console output to see exact reason for not able to register it to the WLC
