I would like to know if Cisco does have Autonomous AP's on its 1700 series?
Are there any outdoor wireless that can link buildings within 500 meters
distance with clear line of site?

It is based on the software on it. You can convert AP from Lightweight to Autonomous (and vice versa). Refer below post on conversion process.

Specific to 1700 series you need an autonomous image (eg: ap3g2-k9w7-tar.153-3.JC2.tar) if your AP came with lightweight image on it. You need support contract with Cisco to download this from Cisco.com

Refer this URL for all outdoor APs from Cisco. Any of these outdoor model can be used for this sort of requirement depend on your budget.

Cisco 1500 series access points cover the distance of 500 meters, which are outdoor access points : http://www.cisco.com/c/en/us/products/wireless/outdoor-wireless/index.html#~tab-featured
