what is the IOS XE code running on the device - upgrade to latest 17.9.4a for stability, what model of AP

based on experience below need to check :

  •  Ensure your AP get sufficient PoE power
  • NTP
  • Verify that Country on WLC code matches with the AP model number.
  • 802.11b/g/n and 802.11 a/n/ac are enabled under wireless.
  • Check AP Profiles.
  • SSID is in enabled state.
  • SSID is being broadcasted.

 - Have  a checkup of your  9800 WLC configuration with the CLI command show tech wireless and feed the output to : Wireless Config Analyzer

Make sure your SSID's are added to the policy tag you are using for these APs. Are you using more than one policy tag or just the default?
