Wireless Controllers for small scale networks (Cisco Aironet 1520 series & Cisco 1040 series)

I am looking for a standalone wireless controller on which I can configure cisco aironet 1524 AP's & Cisco 1040 series AP's. The total number of AP's for this wireless project is around 40. Can anybody suggest me a controller for smaller scale wireless networks?

use 2500 WLC with minimum 7.0.116.0 software version.

until 7.3 code only 50 APs are supported. 75 APs are supported with 7.4 code for 2504 WLC.
