Are APs operating on UNII-2 channels required to use Dynamic Frequency Selection (DFS) to avoid interfering with radar signals.

Regulations vary by country so you need to refer your own country's regulations.

Cisco WLCs configured with the correct country code and AP model (you must buy the right model number for your regulatory domain) automatically apply the regulations for the relevant jurisdiction.

USA/ Canada/ Australia/ EU to name a few all require DFS for UNII2 and UNII2 Extended Channels.
What channels and power levels / If you can use indoor/outdoors are all defined by each countries regulatory body.
As @Rich R said as long as the WLC country code configured correctly and the correct AP model for the regulatory domain are used then the WLC will ensure you don't breach the rules (unless you happen to place an indoor model AP outdoors)
