WLC 3504 License

I need to know whether my understanding is correct on below:

Option 1
I buy primary WLC as C1-AIR-CT3504-K9 + 23 C1FPAIRK9 + 23 AIR-DNAC1E and secondary wireless as AIR-CT3504-K9 only.
I am assuming that as primary WLC is having Cisco one license so when primary WLC will go down then all license will transfer to secondary WLC, So i don't need
to buy separate 23 AP license for secondary WLC.

Option 2

I buy primary WLC as AIR-CT3504-K9 + 23 C1FPAIRK9 license for 23 AP and secondary WLC as AIR-CT3504-K9 + 23 C1FPAIRK9 license for 23 AP.

Moreover i need answers on below:
Do i need to buy SWSS/ECMU for option 2?
It is mandatory to buy SWSS/ECMU for option 1 and keep it renewing foreover.

I pretext this with I am no licencing expert.

Around Option 1 its going to depend on how your planning on configuring the controllers are you doing SSO or N+1.

If your doing N+1 then you need licencing on both WLCs

If using SSO then just single licence, but secondary controller needs the redundancy licence I believe.

It might be worth having a chat with your Cisco Sales Team as they will be able to explain the licencing, or emailing licencing licensing@cisco.com
