WLC 9800 Management interfaces in HA mode

Hi community, I have a pair of WLC 9800 in HA mode. The management interface labelled SP on the standby WLC is down, lights out even though it is configured the same as the SP port on the primary (different IP). Is this normal behaviour?

Note: It is important to note that the Service Port of the standby WLC is deactivated and unreachable while the controller is acting as standby."

 - As already replied , probably normal ; you can also verify HA with : test wireless redundancy rping
In general it's good practice to check out the complete HA and controller configuration by using on the
primary the CLI command show tech wireless (not a simple show tech) and feed the output from that into
  Wireless Config Analyzer

You will get lots of stuff to look into!
