we are blocking RDP from wireless for all wireless clients how I can enable it for specific client to specific network

Most cases people have FW in between that is where most of the traffic block/allow happens.

If you looking to have ACL on WLC, you need to look what ACL in place already and amend the same (until we know what ACL in place hard to say where you going to insert this new ACL)

or you can follow the guide to create ACL and Test it.
