WLC doesn't broadcast SSID, but any AP joined in the controller can

I have 10 APs (all C9120AXI-F) and one of them act as a controller. I have 2 WLAN SSID, but after power issue all the other AP are able to broadcast both SSID, but my WLC AP only broadcast 1.

Both SSID share the same Policy Tag and Policy Profile

I'm using Cisco Embedded Wireless Controller on Catalyst Access Points 17.9.5

  - On the  EWC AP  issue the CLI command : wireless config validate
    Also checkout the configuration using the CLI command show tech wireless and feed the output
    from that into Wireless Config Analyzer
    Use the full command as denoted in green do not use a simple show tech for this procedure,

I've tried creating a new SSID for testing purpose, and it's working properly. But once I change the SSID to the desired name, my devices cannot connect to it.

Does it has something to do with the mac binding in DHCP server? Since some devices that has connected to it before are able to connect now, and they get the same DHCP IP. But when a new device trying to connect to SSID, they failed to get a DHCP IP. 

 

  - Please read my initial reply again and execute the requested tasks ; further more :
    if a device cannot connect then the debug the wireless client according to https://logadvisor.cisco.com/logadvisor/wireless/9800/9800ClientConnectivity
    The resulting output (so called Radio Active traces) can be analyzed with Wireless Debug Analyzer
