WLC local guest user replication without using WCS

Is there a way to replicate local net user between 2 WLCs without using WCS?

No there is not. You either use WCS/NCS or Prime or just use the CLI command and cut and paste the user info into the CLI which might be faster or else use the GUI. There is no sync between the WLC unless your using HA.
