Yes, you can use it for SSO. You many need another 5508 with HA-SKU to make it a SSO pair

but if it as a standby wlc，we need at lease 50 ap permanent license，right？
So，the wlc with 25 aps only can be a primary wlc in SSO.
i dont know whether my idea is right？

Once you make SSO, then those two WLC become logically one. License won't add to each other.
