yes it is, the v3 trays just have modules that can provide more power to the system.
in larger chassis with a lot of TH cards and rsp880's and newer fans you may have more power requirements, hence these v3 trays give you a bit more amps to the system.
have some nice detail in cisco live id 2904 from sandiego 2015 for you on slides 92-97. all about v2/v3 power info you may like!
